Ionut Dumitru, chairman of the Fiscal Council, is Professor of Finance at the Faculty of Finance, Insurance, Banking and Stock Exchange, Department of Money and Banking, within the Bucharest University of Economic Studies. Mr. Dumitru, as Chief-Economist at Raiffeisen Bank, leads the Economic Research Department within Raiffeisen Bank and is the vice-president of the Association of Financial and Banking Analysts of Romania (AAFBR), affiliated to EFFAS (The European Federation of Financial Analysts Societies).

Mr. Dumitru graduated the Faculty of Finance, Insurance, Banking and Stock Exchange, has a master degree in “Financial and Monetary Policies and Strategies” within the Doctoral School of Finance and Banking (DOFIN) and obtained his PhD degree in Finance at the Bucharest University of Economic Studies. He attended various training courses in macroeconomics and financial markets held by professors from DOFIN partner universities – Reading and ISMA Centre (UK), Erasmus (Netherlands), MIT, Columbia and New York University (US), as well as a several training programs on management and financial markets.

Mr. Dumitru has published more than 30 papers in ISI journals, internationally indexed databases journals as well as in the publications of international and national conferences. He has also authored eight books on macroeconomic policies and bank management. He contributed to 15 research projects - PHARE, PNII-IDEAS, CEEX, CERES, European Institute of Romania, the Romanian Centre for Economic Policy (CEROPE) and CNCSIS. He is quoted in papers published in ISI journals or internationally indexed databases journals and he has been invited to lecture at national and international conferences. Mr. Dumitru is a member of the Romanian Association for the Club of Rome and SOREC - Romanian Society of Economics.


Razvan Victor Stanca, deputy Chairman of the Fiscal Council, is senior economist in the Economic Studies Department of the National Bank of Romania (NBR), represents the NBR in the Working Group for Public Finance (WGPF) within the Monetary Policy Committee of the European System of Central Banks and he also participates in elaborating the fiscal projections for Romania within the ESCB biannual forecasts as well as determining the structural fiscal position and fiscal impulse.

Mr. Stanca graduated the Faculty of Finance, Insurance, Banking and Stock Exchange within the Bucharest University of Economic Studies and has a master degree in macroeconomics and international finance. He also attended several training courses: „Macroeconomic Modeling and Forecasting" and „Monetary policy and analysis" organized by the Bank of England (Central Banking Studies (CCBS), "Financial Programming and Policies" organized by the Joint Vienna Institute(JVI) and "Econometric Modeling and Forecasting" organized by the International Monetary Fund.


Tatiana Mosteanu, member of the Fiscal Council, is a PhD Professor at the Faculty of Finance, Insurance, Banking and Stock Exchange, Department of Finance within the Bucharest University of Economic Studies.

Mrs. Mosteanu graduated the Faculty of Finance and Credit within the Bucharest University of Economic Studies where she also obtained her PhD degree; Tatiana Moşteanu held the position of competition adviser within the Competition Council during 1996 – 2004 and was prime vice-president of the National Council of Higher Education Financing during 1995-1997. Mrs. Mosteanu also was a member of the World Bank working group on higher education. At the Bucharest University of Economic Studies she held the positions of Head of Finance Department between 1996-2004, and Dean of Finance, Insurance, Banking and Stock Exchange Faculty in the period 2004-2012.

She also attended various international reunions and scientific conferences and she also received merit and excellency diplomas from several universities and public authorities. Mrs. Mosteanu published more than 120 articles in ISI publications, internationally indexed databases journals as well as in the publications of international and national conferences. Also, she is author or co-author of 42 specialized books on public finance and competition, is a member of many professional associations and had participated in 12 research projects. 


Lucian Liviu Albu, member of the Financial Council, is Academician, member of the Romanian Academy and the director of the Institute for Economic Forecasting of the Romanian Academy.

Having a PhD in Economics, Lucian Albu is an associate professor at: the Bucharest University of Economic Studies - DOFIN (Doctoral School of Finance and Banking), Europe Centre of Excellence of the Leicester University- CESS (Centre for European Economic Studies); Staffordshire University- CREE (Centre for Research on Emerging Economies). Mr. Albu contributed to the elaboration of the short term National Strategy for Romania’s accession to EU. Also, as author or co-author, he has published over 40 books and 300 papers and articles, many of them being published abroad.


Marius Silviu Seitan, member of the Fiscal Council, is a graduate of the Polytechnic Institute of Bucharest - Faculty of Technology and Machinery and of the Bucharest University of Economic Studies - Faculty of International Business and Economics. Silviu Seitan has a PhD degree in Economics from the Romanian Academy and attended the Postdoctoral School of Economics within the Romanian Academy. 

For over 10 years, his career includes institutions in the financial and banking sector such as: the Ministry of Finance in 1999, where he held the position of advisor to the minister, the Romanian Banking Institute and the Center for Financial and Monetary Research of the Romanian Academy – where Mr. Seitan participated in the development of specific research projects in the macro-financial policies. 

As adviser to the minister of European Integration between 2005 and 2006, he coordinated the programs for Romania’s accession to EU. Between 2006 and 2009 Mr. Seitan held the position of advisor to the President of the Romanian Energy Regulatory Authority, where he contributed in specific programs for the development of the national electricity market.
